1871. Climate Change Policy: The Need for a Big Stick

Few economists are as versed in the global diplomatic effort to combat climate change as Nicholas Stern of Britain.

So it was particularly distressing to hear him say, at a debate in New York a few weeks ago, that the international effort to achieve a worldwide climate agreement in Paris next December is already falling short on its most critical goal. The various pledges by nations to cut their emissions of heat-trapping greenhouse gases, he noted, will not be enough to prevent the Earth’s temperature from rising beyond the level scientists consider the tipping point to devastating environmental disruption.

Professor Stern does not call this “failure.” At least emissions will be lower than without a deal. And he expects the agreement to include a mechanism to review progress every few years, so countries might ramp up their efforts to cut emissions as needed. “This is very much worth having,” he said.

Perhaps the word failure fits, however. More than a quarter-century of fruitless efforts to induce the world’s major greenhouse gas polluters like China and the United States to significantly cut their emissions suggests the entire approach may be fundamentally flawed.

Such failure indicates that getting countries to make the costly but necessary investments to reduce their greenhouse gas emissions will require more than diplomacy. It will require a big stick.

Consider the United States, the world’s second-largest greenhouse gas emitter.

What if every other advanced nation, as a way to encourage energy efficiency and spur investments in alternatives to fossil fuels, agreed to put a price of $25 per ton on carbon dioxide emitted into the atmosphere? As a tax, that would add some 22 cents to the price of a gallon of gas, something few American politicians — fearing public anger — are yet ready to consider.

According to calculations by William Nordhaus, an expert on the economics of climate change at Yale, the United States, on net, would gain $8 billion a year by benefiting from everybody else’s efforts to slow down the Earth’s warming without having to exert any effort itself.

But if the other advanced nations had a stick — a tariff of 4 percent on the imports from countries not in the “climate club” — the cost-benefit calculation for the United States would flip. Not participating in the club would cost Americans $44 billion a year.

This sort of approach offers perhaps the best chance of preventing a climatic upheaval.

In an article published in April in The American Economic Review, Professor Nordhaus proposed just such a climate club, in which countries committed to reducing carbon emissions would impose a uniform tariff on imports from nonmembers.

Even if they agreed on a carbon price of as much as $50 a ton — which is consistent with the White House’s estimates of the overall costs imposed by climate change on society — a fairly low external tariff could induce near-universal participation in the club.

“The idea is exciting and provocative,” said Scott Barrett of Columbia University, one of the world’s leading experts on the dynamics of climate diplomacy. “He is aiming at a central problem in a direct and ambitious way.”

Martin Weitzman, a professor of economics at Harvard and co-author of Climate Shock, published by Princeton University Press in February, agreed. “Bill’s proposal kind of wins by default,” he said. “I don’t see anything else out there.”

To game theorists, it is no surprise that the many rounds of climate talks, including the Kyoto agreement in 1997, have failed time and again.

Most successful international agreements include some sort of device to encourage membership and ensure compliance. The Montreal Protocol, which successfully phased out the chlorofluorocarbons once used in aerosol sprays that were blowing a hole in the ozone layer, was built around enforcement. Countries that did not sign up to the deal could not trade CFCs with members of the club, encouraging everyone to join.

Countries join the World Trade Organization because they want to benefit from lower tariffs in other countries. They don’t slap arbitrary restrictions on another country’s products, because they would suffer the cost of retaliation.

Climate change is tougher. For one thing, it will be more costly for a country to limit emissions of greenhouse gases. The benefits will be shared by the entire world. Moreover, the threshold for devastating consequences is uncertain. For many, the optimal strategy will be to lie low and reap the gains as so-called free riders.

While countries might cooperate if they were absolutely certain of the tipping point that led to catastrophe, climate science doesn’t work like that. Experiments by Professor Barrett and Astrid Dannenberg from the University of Gothenburg in Sweden have found that where there is uncertainty, free-riding becomes irresistible, cooperation breaks down and catastrophe occurs.

Professor Nordhaus’s proposal would change the rules of the game. “Unless we do something like this,” he said, “we will continue down the road we’ve been on since 1997.”
Adopting Professor Nordhaus’s proposal, of course, would not be easy. One reason there is no truly enforceable climate agreement yet is that most countries are reluctant to sign up.
A system like that proposed by Professor Nordhaus would require some agreement to amend the rules of the World Trade Organization, to prevent countries hit by the tariff from retaliating with tariffs of their own. Those countries most dependent on fossil fuels may not quickly climb on board.

And while it works fairly well at $50 a ton or so, the mechanism starts breaking down when the price of carbon rises higher.

The question that must be answered, however, is whether the world has any viable, effective alternative.

Professor Stern still holds out hope for the current diplomatic process, which relies on peer pressure to do the trick, allowing each country to decide on its own how much it wants to contribute to the climate goal.

Professor Barrett suggests breaking the problem into smaller chunks that are easier to solve — like eliminating hydrofluorocarbons or imposing new regulations on aluminum production — rather than continuing to aim for the grand deal that has eluded global leaders for so long.

These seem thin threads on which to hang the Earth’s future. “When you add up all of this, even in my wildest dream you are not going to solve the problem,” Professor Barrett told me.

Professor Weitzman may be the most realistic of all. “I think, alas, that we will keep drifting to higher and higher greenhouse gas concentrations until climate change is perceived as something catastrophic at a grass-roots level,” he said.

As a result, many are clutching at straws. In the absence of real progress, some experts are tweaking the science instead: coming up with increasingly far-fetched assumptions that hinge on dubious concepts like “negative emissions” in hopes that new calculations push back the climate change timeline and make addressing the problem seem more feasible.
“The issue is not whether we will have disastrous effects,” Professor Weitzman told me, “but when climate change will have disastrous effects.”

Given the dearth of alternatives, Professor Nordhaus’s scheme, draconian as it may sound, looks like the only game in town.

1870. Since April 2014, Honey Bee Population in the U.S. Has Declined More Than 40%

In the worst colony die-off in nine years, American beekeepers lost 42.1% of their hives since April 2014, with the heaviest loss occurring in summer — a fact that has alarmed entomologists. As part of an annual survey in partnership with the US Dept of Agriculture, beekeepers reported that over two in five of their colonies had died, and now the task of bringing numbers back, means they will have to divide the surviving hives.

According to study co-author Keith Delaplane, “What we’re seeing with this bee problem is just a loud signal that there’s some bad things happening with our agro-ecosystems. We just happen to notice it with the honeybee because they are so easy to count.”

Extremely heavy losses were seen in Delaware, Illinois, Iowa, Maine, Maryland, Oklahoma, Pennsylvania, and Wisconsin, where 60% of the bees were wiped out.

And though these figures are startlingly high, what really has entomologists’ attention, is that more loss occurred in summer than winter — for the first time. In the summer of the previous year’s survey, beekeepers lost 19.8% of their bees, but that number rose to 27.4% this time around. Jeff Pettis, a scientist with the USDA, who studies bees, said the unusual summertime deaths also featured heavy queen loss concentrated in more mobile colonies, in itself a noteworthy characteristic.

What happened?
Scientists who worked on the survey believe poor nutrition, mites, and pesticides are the likely culprits. Dick Rogers, chief beekeeper for Bayer — the pesticide manufacturer — downplayed the die-off as “not unusual at all”, adding that hives increased from 2.64 million for the survey period to 2.74 million in 2015.

Though a statistical improvement, this increase doesn’t indicate the overall health of the population.  According to Delaplane, dividing the remaining hives to force population growth means the bees are pushed to their limit.

One of the possible culprits for such a decline has been gaining some attention — nicotine-derived, neonicotinoid pesticides, the vast majority of which are manufactured by Bayer. Neonics, as they’re known, are coated onto various crop seeds, so once planted, the crop grows with a built-in insecticide — but there is heated debate over whether neonics offer any benefit to crops at all, and their overuse appears to coincide with declining bee populations.

The European Union recognizes the connection and has placed restrictions on the use of neonics. In one study, the European Commission found indications that the pesticide could potentially be acting as a neurotoxin in humans.

Bayer, of course, vehemently denies any connection to either the colony die-off or negative effects in humans.

1869. Tanzania Elephant Population Declined by 60% in Five Years, Census Reveals

It is estimated that 30 elephants are killed each day in Tanzania alone.

Tanzania has emerged as the epicentre of Africa’s elephant poaching crisis after a government census revealed it had lost a “catastrophic” 60% of its elephants in just five years.
The results will pile pressure on a government that has been heavily criticised for its inability to stop a flood of poached ivory being stripped from its national parks.
Tanzania’s elephant population is one of the continent’s largest. But data, released on Monday by the Tanzanian government, showed that between 2009 and 2014 the number dropped from 109,051 to 43,330. When an annual birth rate of 5% is taken into account the number of dead is 85,181.
The census reveals a loss to Africa’s elephants far greater than declines reported in Mozambique last week.
The country’s minister for natural resources and tourism Lazaro Nyalandu said the situation was “unimpressive”.
“It is evident that elephant population in Tanzania has reached unprecedented low level,” he said. Tanzania’s wildlife rangers may be trained as a paramilitary as part of a government action plan to combat poaching, which Nyalandu identified as the “probable reason” for the decline.
John Scanlon, the secretary general of Cites, the UN authority that oversees the trade in endangered species, said: “These figures reinforce our grave concerns about the scale of poaching of elephants in Tanzania for their ivory, and the smuggling routes through Dar es Salaam and neighbouring ports.”
Steven Broad, executive director of wildlife trade monitor Traffic, said: “It is incredible that poaching on such an industrial scale has not been identified and addressed before now.”
Traffic said the numbers were “catastrophic” but said they aligned with their observations of ivory flows from the country. Since 2009, at least 45 tonnes have reached the international black market from Tanzania, making it Africa’s largest source of poached ivory.
The losses were not uniform, and were at their worst in the Ruaha–Rungwa, Malagarasi-Muyovosi and Selous-Mikumi ecosystems which all lost more than two-thirds of their elephants. In these reserves the “carcass ratio”, a number used to assess the death rates within populations, indicated elephants were dying at four times the natural rate.
There were more than 34,000 elephants in Ruaha–Rungwa in 2009. This declined to around 20,000 in 2013 before a massive collapse to just 8,000 in 2014 . Nyalandu said the decline in Ruaha–Rungwa was “alarming”. 
WWF’s global species programme director Carlos Drews said the disappearance of so many elephants from Ruaha–Rungwa could only be explained by the involvement of the international crime gangs who have industrialised the killing of Africa’s megafauna.
“The slaughter of thousands of elephants in Ruaha–Rungwa clearly points to the involvement of international organised crime, which is compounded by corruption and weak enforcement capacity in Tanzania – and to the urgent need to scale up efforts to tackle the poaching epidemic before the area’s remaining elephant herds are destroyed,” he said.
In the Selous reserve, which has previously been identified as a poaching hotspot, the numbers dropped from almost 45,000 to around 15,000. Last year Unesco added Selous to its World Heritage in Danger list.

1868. Organic Farming Flourishes in Cuba, But Can It Survive Entry of U.S. Agribusiness?

Over the past 25 years, Cuba has built a largely organic farming system out of necessity. When the Soviet Union collapsed, Cuba lost its main supplier of fertilizers and pesticides. What will the changing U.S.-Cuban relationship mean for Cuban farmers? We air a video report from a farm outside Havana produced by Democracy Now!'s Karen Ranucci and Monica Melamid. We also speak to filmmaker Catherine Murphy, who has studied Cuba's agricultural system.

AMY GOODMAN: We continue our coverage of Cuba with Catherine Murphy, a filmmaker who lived and studied in Cuba in the ’90s. Her film titled Maestra explores the stories of the youngest women teachers in the 1961 national literacy campaign in Cuba. Catherine Murphy joins us from Miami.

We want to welcome you to Democracy Now! We’re going to be playing another piece of Karen Ranucci’s looking at organic agriculture, very interesting in Cuba, Catherine. But it also goes to the issue of private enterprise, not just small mom-and-pop shops, you know, restaurants, bed-and-breakfasts, but what about the multinationals? How are they preparing to enter Cuba, Catherine?

CATHERINE MURPHY: Well, yes, I think there is a lot of desire on behalf of the multinationals to enter Cuba for the untapped markets, with a large buyer, even though there are only—well, there are 11 million people on the island, but there are central buyers for key food and agriculture products. So it’s a large market for the corporations. They are hungry to get into those markets. But the Cubans, I think, have both a need for increasing key imports and also a lot of healthy skepticism of not having—not giving the corporations too much space, not losing key industries on the island and not losing control over key sectors of the economy.

AMY GOODMAN: Well, let’s go to this second piece of Karen Ranucci’s from her recent trip to Cuba, this one looking at organic farming on the island. It begins with Fernando Funes Jr., who runs a farm outside of Havana.

FERNANDO FUNES JR.: This land belongs to the previous farmer living here. He is now 96 years old. The land still belongs to him, and I farm the land. So it’s part of the appropriation of the land, but in another way. So you care the land, you farm the land, and until you can.

Well, we started here with one bed two years ago, and now we have more than 100 beds, in which we produce vegetables to sell directly to the consumers in the city. All what we do here is based on organic agriculture practices. And there is a criticism about organic agriculture, which is not able to feed the world. And we think it’s the opposite. We can take advantage of the knowledge already accumulated for hundreds of years of farmers and the knowledge from science. We manage the system in a way that doesn’t need the use of pesticides.

We have beehives in the farm. When you have enough beehives to start as a beekeeper, then the government starts providing you this advice, technical advice, and also inputs the boxes and other materials necessary to grow faster. And we don’t see that problem that is already identified in different countries, like in the United States, about beehive or honey collapse. We see that they are growing very, very well.

In the last year, there is more and more possibilities for farmers and for the whole population to participate in the economic relationships that follow food production or services. There is the possibility to start new businesses based on food distribution and also on food processing, in order to increase the capacity to make use of production. With organic agriculture, with agroecology, we are able to produce healthy food in order to grow healthy people in the cities and in the whole country. And when we have this kind of system, then we can also assure that we have enough labor for the people in the countryside and better expectation for them to live better from their work.

WOMAN FARMER 1: [translated] I was a librarian.

WOMAN FARMER 2: [translated] I worked in public health and then in a day care center.

WOMAN FARMER 3: [translated] I worked in a dairy factory making yogurt for children.

WOMAN FARMERS: [translated] We earn more here.

WOMAN FARMER 1: [translated] I worked in education for 10 years, and my salary equaled $15 per month. It was never enough, because I had to commute back and forth, and it was expensive. Since I came here, I am doing better economically.

WOMAN FARMER 3: [translated] I’m doing better, too. Now I can raise pigs for food, which is very expensive.

WOMAN FARMER 2: [translated] The food situation is critical, because it’s very expensive. Cuba is an underdeveloped county, but it is a good country. Here, if someone needs blood or an operation, the state takes care of it.

WOMAN FARMER 3: [translated] It’s all free.

WOMAN FARMER 2: [translated] Yeah, it’s all free. In other countries, if you don’t have the money, you die. Not here.

FERNANDO FUNES JR.: Now, we have, for two months, not rains in the farm. It’s been very hard for us. We were watering last night until 8:00 in the night by hand, in order to make better use of the water we have available at this moment. In the future, in the near future, we plan to have irrigation systems for all the beds. This well was made by hand, and we dug until the 40 meters deep by hand. And there was one man that had enough will to dig the well as much as I had, and was Juan Machado.

JUAN MACHADO: [translated] I was 14 years old when I learned to find water. Here it is. Right here, there is running water. Look! Look! I’m not doing anything, and the stick is going up. Look! Here’s the water.

FERNANDO FUNES JR.: We went already to different places around, to different farms, where Machadito identified water. And I went with him, and I am trying to learn. So we are trying to connect all the energy possibilities in the farm in order not to use oil. We pump the water with the solar panels and the solar pump. Then we collect—we capture the manure and the urine to this mixing tank. The slurry, the manure with water, goes to the biodigester. We have there a tank of 10 cubic meters. The first layer is fresh manure. The biogas press the already fermented manure, and that goes out. We’re getting out the energy in biogas that has the manure, and then we use that biogas for cooking, and we have enough biogas to cook every day as much food as we need. 

Michael is writing his Ph.D. thesis. Now he’s living at the farm, and we are sharing the—let’s say, the administration or the design of the farming system.

MICHAEL: For those of us involved in sustainable farming, to open relations with the U.S. or to lift the blockade means that many agrochemical companies want to invest in Cuba. These companies investing in Cuba doesn’t mean there would be enough food for everyone—1.2 billion people worldwide are hungry. Despite more agrochemical investment, despite having warehouses full of food, these are companies that make profit from the food they produce. Just because they produce doesn’t solve the hunger problem.

AMY GOODMAN: Special thanks to Democracy Now!’s Karen Ranucci as well as Monica Melamid for that report in Cuba. Our guest right now, Catherine Murphy, who was on that trip, also a filmmaker, who has lived and studied in Cuba. Can you fit the organic agriculture movement in Cuba into the bigger picture? Catherine, is Cuba the only country in the world that gave millions of hectares, of acres to people who grow and farm?

CATHERINE MURPHY: Well, part of what happened in Cuba was that in the mid-’80s Cuba had a highly mechanized and industrialized agriculture system. They had more tractors per capita than any country in Latin America, and they were investing a lot of money into national food production. But nonetheless, they were still importing 57 percent of the calories eaten on the island from the Soviet Union and Soviet bloc countries. So, when the Soviet Union fell apart, Cuba lost those imports immediately, within a two-, three-year period, along with a 34, 35 percent contraction of their GDP. It launched Cuba into a major economic crisis, and that was a food and agriculture crisis, as well, in a central way, because of the loss of the direct food imports and also the loss of the many other imports into the agriculture sector upon which national food production had become dependent—again, pesticides, fertilizers, petroleum, tractor spare parts, spare parts for other kind of agriculture machinery. So, they were faced with the daunting task of needing to greatly increase food production with a fraction of the resources available.

Immediately, city residents—in particular, Havana has two million of the 11 million people on the island, live in Havana, largest city in the Caribbean—Havana residents started going out and growing food on empty lots that were close to their homes, using any seeds they could find, with any tools that were available, and literally on any space that was near their homes, including some in their homes—patios, balconies, rooftops. And, you know, urban farming was increasing all around the world at that time in the ’90s with global urbanization, but what was different about Havana was that the city government and other structures started to look at how could they strategically support this booming victory garden movement, as opposed to other cities around the world where urban food production became illegal and sometimes people were run off. The Havana city government started to look at, well, how can we support food producers in the city, not only support them, but really recognize that food production is a major national priority.

So, they started finding ways to give urban food producers use rights to land through usufruct, give them sales permits to do direct sales from onsite, help them find ways to get water, and help them with training and—training and resources. But really, the kind of agriculture that’s necessary in small spaces, this highly diversified, intensive planting, was not the kind of agriculture that had happened in Cuba traditionally, so there was a whole new body of knowledge that needed to come to these already farming urban farmers. And so, a permaculture movement was born. The Council of Churches got involved—many community organizations, the Women’s Federation—in helping to strategically support the urban farmers.

And within several years, they really helped to turn around the most critical part of the food crisis, which was dramatic. I think it’s hard to imagine. The caloric intake fell by about half. The average Cuban lost 10 to 20 pounds of body weight. There were a number of health epidemics, including a neuropathy—an eye neuropathy epidemic that resulted in nervous system damage and some eye and vision damage. So, this rapid decrease in caloric intake was a serious—was really seen as the most serious problem on the island at the time and became a priority issue to solve. So, with this public-private partnership, they were able to turn it around, and within just a few years, there were tens of thousands of urban gardens around the city, and peri-urban gardens, and they were growing 30 to 50 percent of the fresh vegetables eaten on the island, introducing vegetables that had never been eaten in Cuba before, like broccoli, cauliflower, some things like eggplant that weren’t so common, and really improved the quality of the diet—I mean, a lot of those especially green, leafy vegetables, providing key micronutrients in the lack of other proteins.

And it changed the cityscape. It changed—it vastly improved the food security situation, but it also changed the cityscape. It provided tens of thousands of jobs, significantly for retired people and for women and for youth, and provided—

AMY GOODMAN: Catherine, today—

CATHERINE MURPHY: Yes.

AMY GOODMAN: —since we only have 30 seconds, how much food is imported into Cuba? How much do they rely on outside food? And this organic food movement, how—or farming movement, how much hope do you think it has in a new Cuba?

CATHERINE MURPHY: The figures around how much food is imported to Cuba today is hotly contested. It’s still the majority. Some figures show 50 percent, up to 80 percent, of the food is still imported. Wheat, for example, you can’t grow in the tropics; they have to import it. They import a lot of frozen chicken from the United States through Tyson Foods and others. They import rice. But they are still increasing food production on the island of roots, tubers, rice, beans, fruits and vegetables. And the third agrarian reform that’s happening now, giving land—150,000 people have asked for parcels of land in this new land redistribution. About half—

1867. Michael Heinrich: "Je Ne Suis Pas Marxiste"

Whoever visits the grave of Karl Marx at Highgate Cemetery in London encounters a gigantic pedestal upon which a gigantic bust of Marx is enthroned. One has to look up at him. Directly under the bust, “Workers of all lands unite” is written in golden letters, and further down, also in gold, “Karl Marx.” Below that, a simple, small headstone is placed within the pedestal, which names without pomp and gold those buried here: besides Karl Marx, there is his wife Jenny, his grandson Harry Longuet, and his daughters Eleanor and Helene Demuth, who led the Marx household for decades.
Marx selected the plain headstone himself after the death of his wife. Showing off was not his thing. He explicitly asked for a quiet funeral restricted to a small circle. Only eleven people took part. Friedrich Engels was able to prevent plans by the German Social Democratic Party to erect a monument to Marx at the cemetery. He wrote to August Bebel that the family was against such a monument, since the simple headstone “would be desecrated in their eyes if replaced by a monument”. (MECW 47, p. 17) 
Around 70 years later, nobody was left to protect Marx’s grave. The present monument was commissioned by the Communist Party of Great Britain and unveiled in 1956. Only cemetery regulations prevented it from being even bigger. The Marxists had asserted themselves against Marx.
“Je ne suis pas marxiste,” stated Marx, rather annoyed, to his son-in-law Paul Lafargue, when the latter reported the doings of French “Marxists.” Engels had circulated this statement numerous times, including in letters to newspapers – definitely for public consumption. Marx’s distance from Marxists is also expressed in other comments. When he stayed in France in 1882, he wrote to Engels that “the 'Marxistes' and 'Anti-Marxistes”' […] at their respective socialist congresses at Roanne and St-Étienne” had “both done their damnedest to ruin my stay in France.” (MECW 46, p. 339)
In any case, Marx did not aspire to “Marxism.” But not only that; when the German economist Adolph Wagner was the first to deal with Marx’s theory in his textbook and wrote of Marx’s “socialist system,” the latter, outraged, noted in his marginalia that he had “never established a socialist system.” (MECW 24, p. 533) “Systems” and worldview “isms” were never his thing. One looks in vain for statements in which he stylizes himself as the founding father of an “ism.” Besides seeing himself as a man of the “party” (by which he meant not a specific organization, but rather the totality of forces struggling against capitalism and for social emancipation), Marx saw himself as a man of science. Capital, which he regarded as “the most terrible missile that has yet been hurled at the heads of the bourgeoisie (landowners included)” (MECW 42, p. 358), he counted among the “scientific attempts to revolutionize science.” (MECW 41, p. 436) The emphasis on “scientific” is Marx’s. And, when Marx wrote in the foreword to the first volume of Capital, “every opinion based on scientific criticism I welcome” (MECW 35, p. 11), that was not simply rhetoric. Marx was fully aware of the provisional nature and fallibility of scientific assertions. “De omnibus dubitandum” – “everything is to be doubted” – he wrote as an answer to the question as to his life’s motto in a fashionable questionnaire that his daughter had presented to him. The enormous mass of manuscripts that he left unpublished, and to some extent considerable revisions of already published texts bear witness to the fact that he did not exempt his own work from such doubt. In the history of Marxism, this work was often dealt with in a different manner. 
Historically speaking, the popularizations among Engels’ later works, above all his Anti-Dühring, constituted the point of departure for the construction of “Marxism.” But it’s somewhat one-sided to to make Engels into the “inventor” of Marxism, as the publishing house Propyläen did when they gave the German translation of Tristram Hunt’s Engels biography the subtitle “The Man who Invented Marxism.” The original English edition has the more accurate title “The Frock-Coated Communist.” It was only under pressure from Bebel and Liebknecht that Engels confronted in the 1870s the views of the German university lecturer Eugen Dühring, who was increasingly winning adherents in German social democracy. Since Dühring claimed to have assembled a new comprehensive “system” of philosophy, history, economics, and natural science, Engels had to follow him into all these areas, but not without emphasizing in the preface that his text “cannot in any way aim at presenting another system as an alternative to Herr Dühring's “system”” (MECW 25, p. 6) But this hint was of no use. Historically, Anti-Dühring became the point of departure for precisely that “system” that became famous under the name “Marxism.” Its first important representative was Karl Kautsky. Until the first World War, Lenin also followed it without any critique.
Whereas Engels still made fun of Dühring’s claim to a “final and ultimate truth” (MECW 25 p. 28), now such a pretension, along with all the fantasies of omnipotence based upon it, was made by many Marxists: “Marxist doctrine is omnipotent because it is true.” The flattenings invested in social democratic Marxism before the first World War were continued in the Marxism-Leninism that became a canonical doctrine in the Soviet Union after Lenin’s death.
Just to be clear: my intention is not to discredit every analytical and political achievement of Kautsky, Lenin, and many other Marxists. If one wishes to evaluate these achievements, one has to take each case individually. What I’m talking about are those philosophical simplifications that are presented as “Marxism,” those mixtures of simple materialism, bourgeois ideas of progress, and vulgar Hegelianism which are presented as “dialectical materialism” and “historical materialism” – terms that one seeks in vain in Marx’s work.
Now, modern, enlightened, undogmatic Marxists will immediately object that cults of personality aren’t their thing, and that the old, dogmatic Marxism isn’t either. Only their own enlightened standpoint should count as “Marxism,” everything that is unpleasant – from determinist conceptions of history to the reduction of gender relations to a “secondary contradiction” to the Stalinist gulag – is supposed to have nothing to do with the true, real Marxism. However, if one asks what constitutes real Marxism, the air suddenly becomes thin, and that’s not a coincidence. If one attempts to substantively flesh out the term “Marxism,” one is necessarily confronted with a dilemma. If one inserts too much content, then the determination becomes too concrete and easily ends up contradicting subsequent science. “Lysenkoism” is only the most well-known example of this. But if one leaves thing at a vague, general level, then there is a danger that what is presented as Marxism remains at the level of platitudes: everything real is material, history develops through contradictions, etc.
For some Marxists, Georg Lukács counts as the one who cut the Gordian knot. Even if some individual results of Marx’s theory proved to be false, according to Lukács, his “method” remained: maintaining “materialist dialectic” as a research method was supposedly the core of “orthodox Marxism.” Even disregarding the fact that there is little agreement among Marxists as to what actually constitutes this dialectical method that people so readily speak of, it’s also not any kind of real recommendation for a method to cling to it even if it leads to incorrect results. I’m in no way contesting that there are reasonable concepts of materialism and dialectic. However, I doubt that one can put together the foundations of an ontology or an all-encompassing method from them.
If one cannot offer a substantive determination of Marxism, there always remains the possibility of using the term in a purely descriptive way. Thus, one definition for the keyword “Marxism” is that “Marxism encompasses all practices which in the last 150 years positively, or in the sense of a continuity, refer to the works of Karl Marx as well as the authors and activists who have subsequently referred to Marx.” A few sentences later, there is talk of the “harassment of Marxism at the hands of Stalinism and Fascism.” Apparently, Stalinism is not counted as part of Marxism, although it definitely positively referred to “the works of Karl Marx,” and most contemporaries never doubted that Stalinism was part of Marxism, among them not a few critical spirits, such as Ernst Bloch. If one retroactively excludes Stalinism from Marxism, understood in a descriptive sense, then one proceeds in a manner no different from Stalin, who also attempted to erase those who fell out of grace from historical records and old photographs.
The fact that it’s not easy for Marxists to determine what “Marxism” actually is, is also Marx’s fault. One has to admit, he didn’t make it easy for them. His work consists not only of a number of texts that he published, but also numerous manuscripts that were unpublished in his lifetime. All of the fundamental theoretical projects that Marx pursued remained unfinished. Unpublished manuscripts such as the “Economic and Philosophical Manuscripts” of 1844 or the omnibus from 1845/46 that became known as “The German Ideology” are unfinished and fragmentary. Many of the published texts are either provisional summaries, such as the “Communist Manifesto” of 1848, or are part of unfinished projects such as the first book of the “Contribution to the Critique of Political Economy” (1859) or the first volume of “Capital.” (1867/1872) Political analyses such as the 18th Brumaire (1852) or “The Civil War in France” (1871) deal comprehensively with their respective topics, but the theory of the state and politics that Marx aspired to are touched upon only implicitly and incompletely. Marx not only left behind one unfinished project, he left behind a number of unfinished projects. No wonder that the discussion of these projects, their respective range, their gaps, and their relationship to each other has provided rich material for debate, and still does.
Furthermore, Marx’s posthumous works were only published little by little (and are still being published). Every generation of readers was confronted with a different oeuvre of Marx, and on multiple occasions in the 20th Century, it was proclaimed that now – finally – one would get to know the real Marx. However, the posthumous works were usually strongly revised by the respective editors before publication. That was already the case for the second and third volumes of “Capital” published by Engels, and it’s even more so the case for the “Economic and Philosophical Manuscripts” and “The German Ideology” published in the 1920s and 1930s. The texts of Marx and Engels were published for the first time completely and without such editorial interventions in the second “Marx Engels Gesamtausgabe” (MEGA) published since 1975, but at the moment only half of it abides.
In the historical development of the various Marxisms, however, the texts of Marx and Engels play a limited role anyway. Early on, people were satisfied with a few striking formulations, such as that about history always being a “history of class struggles”, or of “communism” as “the real movement that abolishes the present state of things.” The contexts in which Marx made these statements, and how they might have been modified by later developments of Marx’s theory – were of less interest. For Marxism, Marx was not interesting as a thinker who was constantly learning and developing his theoretical conceptions, but rather as somebody who produced final truths – “Marxism.”
Many modern, enlightened Marxists also maintain a certain distance toward an exact engagement with Marx’s work. Frequently, it is emphasized that one does not wish to “conduct philology,” but rather deal with Marx politically. Not infrequently, however, the distancing from philology serves primarily the goal of maintaining undisturbed one’s own notion of Marx’s theory and Marxism. If, for example, one refers with regard to the concept of praxis in the Theses on Feuerbach, which many regard as the central concept of Marx’s theory, to the specific context of the debate with Feuerbach and the Young Hegelians, which robs the Theses on Feuerbach of their status as a foundational document, or if one emphasizes that in the case of the “Communist Manifesto,” Marx’s actual engagement with capitalism begins afterward and even rejects some of the theses of the manifesto, then one does not make many friends. The same is the case if one notes that not every statement in “Capital” is carved in stone, that for example there are indications that in the 1870s, Marx might have regarded more critically the “law of the tendency of the rate of profit to fall” formulated in the 1864/65 manuscript of the third volume of Capital. Then this is all decidedly too much “philology.”
Again, to be clear: the fact that the critique of capitalism is not exhausted in philology is banal. However, the fact that if one wishes to work with Marx’s concepts, one has to first appropriate them critically and not just in a superficial textbook manner, is just as banal. But more often than not, it is precisely such a critical appropriation that is lacking.
One final point: among critical social scientists, and in particular the Assoziation für kritische Gesellschaftsforschung [Association for Critical Social Research – translator’s note], Michel Foucault enjoys a certain popularity. His analyses of the relationship between power and knowledge are enthusiastically referred to. However, Marxists – even the modern, undogmatic ones – have a hard time conceiving of Marxism as just such a power-knowledge complex. At the conference organized by the AkG, Marxism as a means of domination was not a topic of discussion.
It was discussed with regard to Marxism in the GDR. But it’s not just Stalinism and the history of authoritarian communist parties that belong to this topic, where the history of Marxism is always also a history of exclusion and domination. In left groups and in university seminars in the West, the supposed certainties of “Marxism” also produced numerous demarcations between that which was considered “still” or already “no longer” Marxist, what was included or excluded from discourses and social practices.
Even if some would like to think so, the microphysics of power do not stop where (western) Marxism begins. The “short summer of academic Marxism” (Elmar Altvater) that existed in West German universities in the 1970s, and which some still miss, was to a large extent a pseudo-prosperity which rested upon discursive effects of power. In order to demonstrate that one was cutting edge, one knew – regardless of what the topic was – to at least throw in a short reference to “the contradiction between use value and exchange value.” A lot of analyses of Marx’s theory and subsequent contributions building upon it were composed in this period that are worth reading, but also a huge amount of nonsense.
Marx himself, in any case, did not seek final certainties. He was far more interested in the critical business of undermining certainties in order to open up new spaces for thought and action – in which it’s not immediately clear what the correct result will be.
In contrast to the “Marxism” that Marx rejected, with its identity-defining certainties, this critical, unfinished Marx has an extremely stimulating and subversive effect. Which of his analyses and concepts are useful, what can help to change the world, and what can’t, is not fixed for all time. One will always have to constantly discuss and make new judgements: “De omnibus dubitandum.”
